Scaling is changing the level of a signal, multiplying it by some value (compared to offsetting it). Utility mixers and attenuator modules can perform scaling.
Attenuators multiply the incoming value by anywhere from 0.0 to 1.0 (meaning the output is never stronger than the input). I prefer to get utility modules that can scale a voltage to be higher than its initial value. Examples include the Frap Tools 321 and the Erogenous Tones Levit8. These can scale values by a number from 0.0 to 2.0, meaning it can boost a signal in addition to attenuate it, which can come in quite handy when matching the levels produced and expected by different modules from different manufacturers.
